It only takes 9 days to train a battleship alt with energy pulse weapons 4 + 1600mm plate.
While it is more expensive, you can kill as many as you can find in a 10km diameter. If you have someone standing by to loot you can actually turn a profit with some luck. With the hp upgrades you should have between 35k and 50k armor and being jammed by CONCORD won't save them from your smartbombs :)
Total costs are around 20-25m after insurance.
For interested parties: amarr/whatever the perc bloodline is/military/spec ops
Then add: Hull upgrades II-III Spaceship command IV Amarr Cruiser 1-IV Amarr Battleship I
The fitting will probably be pretty tight with the lack of cpu/weapon upgrades on a geddon (I know it's pretty tight on this char and I have most of those skills), so you may need to add skills to fit a couple co processors.
Of course recycling alts is a no-no, so you can only do this a few times. You should be able to kill 8 or so before your sec drops below -1.9 if you can manage to not take the pods.

I've had widely different response times even in just .9. Sometimes 2 destroyers is enough to kill a mackinaw, other times it takes 4. Sometimes I barely get 2 smartbomb cycles off (15 seconds) other times I easily get 3 (which added in with the lag = a week of carebearing to fix it when you take the pods).
As an added note, I've noticed when CONCORD is already in the belt but outside about 70km from you their response seems to be much slower. I'm not exactly sure how the spawning is handled (Most of my testing has been by CONCORD that have previously spawned to kill me)

Of the 29 Mackinaws I've killed with smartbombs precisely 1 has said ANYTHING about it to me (and that was a bunch of Chinese characters with a couple not-very-nice english words interlaced in there) in local.

You might be able to survive 30 seconds if you are only agressing one ship, but that's kind of a waste (unless it's a hulk). Parsing my logs shows about 3k dps from concord with average resists around 50% when agressing 4. Agressing 4 with pretty much any setup in any security space (apart from being under sentry gun as well as concord fire, haven't tested this other than tanking the high sec guns alone which would lead me to believe it would be fine) you will get 2 bursts of large smartbombs off with pretty much any setup. The extent of your tank and the sec status of the system will determine if you get 3.
Chribba showed the ability of a sieged dread to tank concord on test, but that spawn was MUCH less than what I get when I suicide.

Get a hulk and mine the ore out from underneath them.
Or get a few people in destroyers to suicide gank, if they have expanders on they should go down fairly easy.
